High poverty, high unemployment, and low median incomes are contributing factors to high crime rates; each of these cities, too, have had publicized budget crises and the result has been cutting civil services like police departments.? The FBI cautions against ranking cities by danger level, and says instead that their data points to specific needs in particular communities, each distinct from the other.
